I am thinking of developing a mobile application that has a slot machine game on it and it generates coupons from local restaurants in Phoenix. Is this legal to do so? Does someone has to be 21 to download an app like this thats a coupon simulator? Is this consider gambling if someone doesn't need to pay for the game or don't need to buy virtual coins?
If there is a loyalty rewards inside - can someone cash out those loyalty rewards points for deals at restaurants ?
Gambling is highly regulated in the US as well as by the states. Gambling is usually defined as risking something of value to gain a benefit from the game/contest/event. If you're not charging anything to play then you're likely not looking at gambling laws as your governing criteria but rather sweepstakes/contest laws regarding conducting consumer promotions as games of chance or games of skill.
Since gambling apps are prohibited by both the Apple App store and the Google Play store, you couldn't have a gambling app and would need to structure your game as one that is a game of chance (sweepstakes) or game of skill (contest).
As for winning prizes, with sweepstakes and contests the range of prizes available is quite significant.
